SB 142 -- Villages

This bill gives the power of eminent domain to villages with 200
or more inhabitants.

The bill also gives these villages the power to provide sewage,
water supplies, streets, public parks, street lighting, and other
public services.  The villages may, upon voter approval, levy a
property tax to pay for the services.
